In his role as President of CompleteCare, Mr. Edwards oversees all functions of the organization and works with the senior staff to ensure that the goals and objectives laid out in the strategic plan are being met. Preceding graduation from Rowan University with a BA in Business Administration, Mr. Edwards served in the U.S. NAVY in San Diego, CA. After honorable discharge from the U.S. Navy, Mr. Edwards completed a Master’s of Business Administration at Wilmington College in Wilmington, DE. Mr. Edwards is very active in his community and has many civic responsibilities including: Board Member for the Bridgeton Board of Education, Secretary for Gateway Community Action Partnership, and has served on the Nehemiah Coalition, Human Services Advisory Council & current President of the Bridgeton Rotary Lunch Club. Mr. Edwards was awarded the MCN 2009 Unsung Hero Award for distinguished dedication to migrant health. He currently resides in Bridgeton with his wife and two daughters.
Cheryl Ohmert

Cheryl ensures the smooth operation of CompleteCare, including direct patient services, human resources oversight, and leadership of the clinical service team managers. As VP of Operations she has extensive leadership and medical office management experience and human resources training, as well as thirteen years experience in CompleteCare administrative leadership roles. Cheryl’s position uniquely includes human resources responsibility for all employees which provides the recruiting, training, evaluation support for the medical and dental center managers and their support staff and conducts compensation and employee satisfaction surveys and oversees personnel policy development and compliance. Most importantly she motivates and develops employees and directs them on a daily basis while identifying the best people for the job!
Sandra E. Brooks, MD, MBA

A native of Southern Jersey, Dr. Brooks is a Phi Beta Kappa and AOA graduate of Howard University, College of Liberal Arts and College of Medicine in Washington, D.C. Dr. Brooks subsequently completed her residency in Obstetrics and Gynecology at the University of Pennsylvania, and Fellowship in Gynecologic Oncology at Brigham and Women’s, Harvard Medical School in Boston. Dr. Brooks additionally completed an MBA in medical services management at Johns Hopkins University.

Dr. Brooks rose to the rank of full Professor at the University of Maryland and served as Director of the Division of Gynecologic Oncology, developing processes and programs to improve access to high quality advanced gynecologic and women’s cancer care within the health system’s catchment area. She served most recently as an executive with a major health system in Louisville Kentucky, developing and leading a population health based service line and health disparities initiatives. On a national level, Dr. Brooks serves on the Joint Policy Committee and Education Board of the American Public Health Association.

Dr. Brooks has been recognized by numerous organizations for excellence in community service and outreach. She has published extensively and has served as the principal investigator on grants and contracts funded by the National Cancer Institute, the Social Innovation Fund, and local and state agencies to advance initiatives focused on reducing health disparities and improving health services delivery. Dr. Brooks joined CompleteCare Health Network as Chief Medical Officer July 2015.
Richard Elwell

Richard Elwell became the Vice President of Business Services for CompleteCare in 2013. His responsibilities include directing all financial activities at CompleteCare and assisting the CEO and fellow executives with ensuring that the organization remains as healthy as its patients. Richie collaborates with other departments to develop system-wide projects, programs and procedures to assist with optimal revenue collection. He is responsible for ensuring compliance with federal, state, local, and volunteer regulatory agencies and is responsible for the management and reporting requirements for all federal and our largest state grants. He serves on the Business Performance, Performance Improvement, and Rapid Response Teams. Richie formerly served as the VP of School Services from 2010-2013, where he was responsible for budgetary, programmatic and staff oversight at CompleteCare’s four school-based sites and CCHN’s Smile Smart Dental Program. He still maintains final responsibility for operational, budgetary and productivity for all functions of our School Services Department. Mr. Elwell is active in the community and is a founding board member and current board chair of the Bridgeton Area Police Athletic League, serving on both the fundraising and activity committees. Richie has been appointed by the Board of Chosen Freeholders to serve the residents of the area as a member County Inter-Agency Coordinating Council as well as serving as vice chair of the Youth Services Advisory Council. He is a member of the Bridgeton Rotary Club and serves on the auditing committee. Richie has also been the chair of the ticket committee for the Bridgeton Legends event, helping to raise over $40,000 annually that benefits the operations of local nonprofits.

As Vice President of Public Relations and Development, Emily handles all media communications and grant writing for CompleteCare. Her position also oversees advertising, brand management and electronic communications including CompleteCare’s website and social media presence. Emily works closely with the Executive Vice President for Corporate Compliance, Facilities, Community and Government Relations to create marketing campaigns that target the populations that CompleteCare would like to reach. Emily previously held the position of Marketing Manager for Media Communications at United Way of Southeastern Pennsylvania, one of the largest nonprofits in the Philadelphia Metro Area. While at United Way, Emily’s public relations and social media work focused on promoting giving, advocacy and volunteerism as a means to improve education for children, income for families and health for seniors. Emily received her degree from the University of the Arts in Philadelphia. She has run 10 marathons on her way to her goal of 50. Emily is originally from Cape May Court House and now resides in South Dennis, NJ with her family.

Meghan Spinelli has extensive experience working in healthcare. Her past involvements have included, The United States Coast Guard Medical Infirmary and The New Jersey Department of Corrections. At the Department of Corrections Mrs. Spinelli found her passion for working with underserved populations. This exposure has led to her success in her current position. As Vice President of Community Relations, Meghan is responsible for overseeing outreach services, collaborating and building relationships with local community agencies, school administration, faith based entities, affordable housing mangers and businesses, guaranteeing community residents are aware of all services offered at CompleteCare. Meghan is the Vice Chair for the Cumberland /Salem Health and Wellness Alliance and represents CompleteCare on health leadership councils throughout Cape May, Cumberland and Gloucester Counties.
